Dedicated to the 35th Anniversary of the State Independence of the Republic of Tajikistan
Every nation understands independence through the prism of its own historical and national values. For us, the Tajik people, independence first and foremost means state sovereignty, the ability to determine our country’s development path independently, and the opportunity to build a dignified future for our nation. However, independence is not merely a political concept. Its true value is demonstrated when it has a tangible impact on the lives of society: the economy develops, production increases, new enterprises and jobs are created, and entrepreneurs are given opportunities to expand their activities with confidence in the future.
One of the key directions of state policy is strengthening the national economy and developing the country’s productive capacity. Political independence cannot be fully and sustainably consolidated without a strong and stable economic foundation. An independent state must have the capacity to produce and process goods, create jobs, attract investment and introduce modern technologies. In this context, the development of industry, entrepreneurship, domestic production and free economic zones assumes strategic importance.
This year, our beloved Motherland celebrates the 35th anniversary of its State Independence. This historic anniversary is of particular importance to every citizen of the country. For us, as employees of the Dangara Free Economic Zone, the celebration of this great national occasion is also an important opportunity to reflect on the role of the economy in strengthening independence and on our responsibility towards the future of the country.
Over three and a half decades, Tajikistan has travelled a challenging yet historically significant path. Building the foundations of national statehood, restoring peace and stability, establishing a new economic system and creating favourable conditions for the development of entrepreneurship could not be accomplished in a single day or a single year. Today, when we look at the results achieved, it is clear that political independence must be closely linked with strengthening the country’s economic foundations. An independent nation needs a strong economy, developing production and active entrepreneurship. It is with this objective that Tajikistan has established a legal and economic foundation for the development of free economic zones.
Therefore, for us, the development of the Dangara Free Economic Zone is not simply a matter of increasing production indicators. It is part of our responsibility in strengthening the country’s economic potential. The Dangara Free Economic Zone was established to create favourable conditions for entrepreneurial and investment activities, develop industrial production, increase export potential, create new jobs and expand economic cooperation.
The Dangara Free Economic Zone was established by Resolution No. 74 of the Government of the Republic of Tajikistan dated 2 February 2009. An area of 541.32 hectares was allocated for its activities within the territory of Lohur Jamoat, Dangara District. The FEZ operates in accordance with the regulatory and legal framework of the Republic of Tajikistan, including the Law of the Republic of Tajikistan “On Free Economic Zones.”
However, the true value of the zone is determined not only by its territory or legal status, but primarily by the extent to which the opportunities provided are transformed into real investment, production and new jobs.
Today, it can be stated that this process is gradually producing tangible results. Currently, 41 economic entities are registered within the Dangara FEZ. The total volume of investment attracted to the zone exceeds 2.2 billion somoni.
During the first seven months of 2026, the volume of attracted investment amounted to 89.2 million somoni, while the volume of manufactured products reached 82.8 million somoni. Since the beginning of the zone’s operation, the total volume of manufactured products has reached 826.8 million somoni.
These figures may be assessed from different perspectives. However, their most important significance for us is that investment is entering the zone, production is developing, and the economic potential of the area is gradually expanding.
At the same time, the contribution of the zone’s entities to tax and customs payments is significant. Since the beginning of operations, tax payments have amounted to 70.8 million somoni, while customs payments have totalled 40.7 million somoni. During the first seven months of 2026, tax payments amounted to 9.1 million somoni and customs payments to 1.8 million somoni.
Since the beginning of the Dangara FEZ’s operations, 750 jobs have been created. During the first seven months of 2026, the number of jobs stood at 487, including 140 newly created positions.
In the modern economy, attracting investment requires serious competition. Investors assess the legal environment, infrastructure, markets, production capabilities and development prospects of a project.
Therefore, our task is not limited to attracting investors. Our task is to create an environment in which investors can see genuine opportunities to implement their projects and have confidence in the long-term prospects of their activities.
The Administration of the Dangara FEZ is expanding cooperation with domestic and foreign entrepreneurs and investors, participating in conferences, forums and economic and investment symposia, holding business meetings and presenting the economic and production potential of the zone.
We believe that relations with investors must be based on responsibility and a long-term vision. An investor who commits capital to production is not merely implementing an individual project. The investor is expressing confidence in the country’s economy. Our responsibility is to strengthen this confidence through effective work, a responsible approach and the creation of the necessary conditions.
Political independence must go hand in hand with strengthening economic capacity. Today, the production of competitive goods, the processing of local raw materials and the expansion of export capacity are among the important priorities of the national economy.
The activities of the entities operating in the Dangara FEZ are also aimed at establishing modern production facilities, processing local raw materials, producing competitive and import-substituting goods, increasing exports and creating new jobs.
The zone offers production opportunities across various sectors, including agricultural processing, mechanical engineering and instrument manufacturing, construction materials, the chemical industry, processing of local raw materials, medical materials and pharmaceutical products, electrical equipment, wood products and beverages.
This diversity of sectors is an important advantage for us. We seek to move from a raw-material-based economy towards a processing-oriented economy, from limited production towards diversified industries, and from the domestic market towards broader regional and international markets.
The more production develops, the greater the demand for modern infrastructure. Therefore, the development of the infrastructure of the Dangara FEZ is one of the key priorities of the Administration. Reliable electricity supply, drinking water, internal roads, sewerage systems, wastewater treatment facilities and other engineering infrastructure are of great importance for the further development of the zone’s entities.
We fully understand that a modern enterprise must meet the requirements of its time. Therefore, infrastructure should not be viewed merely as an internal technical matter of the zone. It is directly connected with attracting investment, developing production and increasing the competitiveness of the zone.
To ensure the consistent and targeted development of the zone, the Development Programme of the Dangara FEZ for 2026–2028 has been prepared. It defines the main directions of the zone’s economic, production, infrastructure and investment development.
For us, this is not simply a programme document. It defines the direction of movement at a new stage of the zone’s development. The objective should not merely be to increase the number of enterprises. It is important that enterprises operate efficiently, produce competitive goods, increase the processing of local raw materials, create new jobs and enable their products to enter foreign markets.
The 35th anniversary of State Independence encourages us to look back at the path we have travelled, assess our achievements and, at the same time, ask ourselves: what more must we do for the future of our country?
This question is important for every sector, including ours. We must transform every economic opportunity into a tangible result: investment into production, production into competitive products, products into markets, and industrial development into improved living standards for the population.
In this process, the rule of law, responsibility, transparency and a proper approach towards entrepreneurs and investors must remain permanent principles of our work. A modern economy is built not on capital alone. It requires trust, responsibility, knowledge, technology and a high standard of management.
Today, we have achieved tangible results, but satisfaction with what has already been achieved must not mean standing still. Forty-one economic entities, more than 2.2 billion somoni in investment, 826.8 million somoni worth of manufactured products and hundreds of jobs represent important achievements of the zone.
We intend to continue taking the necessary measures to attract new investment, develop modern production facilities, expand the number of entities operating in the zone, improve infrastructure, increase employment and expand the production of competitive goods.
The Dangara FEZ should be a platform where entrepreneurs can implement their initiatives, investors can see opportunities for long-term development, and workers can find stable employment.
When speaking about the development of the Dangara FEZ, we must first acknowledge the continuous attention and support of the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon. Free economic zones occupy a special place in the economic policy of the state and serve as an important instrument for developing production, attracting investment and creating new jobs.
Throughout the years of independence, the Leader of the Nation has repeatedly paid special attention to the development of domestic production, support for entrepreneurs, attraction of investment and effective use of the country’s internal potential. In his speeches and meetings with entrepreneurs, He consistently emphasizes that economic development cannot be ensured solely through the import of goods. It is essential to develop domestic production, process local raw materials, introduce modern technologies and manufacture competitive products. Free economic zones provide favourable opportunities for achieving precisely these objectives.
The Dangara FEZ also benefits from the direct attention of the Leader of the Nation. Visits by the Head of State to the zone and his familiarization with the activities of its entities are important events for the Dangara FEZ community. Such visits strengthen the sense of responsibility among entrepreneurs and employees of the zone.
During visits to the Dangara FEZ, the Leader of the Nation becomes acquainted with the activities of enterprises, production processes and prospects for the further development of the zone. The commissioning of new enterprises with the participation of the Head of State also demonstrates the high level of attention given to industrial development in the region. For entrepreneurs, such support represents, above all, confidence in constructive initiatives and productive work.
The Leader of the Nation consistently emphasizes that the opportunities created by the state should primarily be used to develop production and improve people’s living conditions. This principle is directly relevant to the entities operating in the Dangara FEZ. Every enterprise should not only be economically beneficial to its owner, but should also contribute to the development of the national economy, the creation of jobs and the production of essential goods.
In our view, one of the most important aspects of the Leader of the Nation’s attention to free economic zones is that they provide entrepreneurs with opportunities to operate, investors with opportunities to implement projects, and the state with opportunities to develop domestic production. When these three factors come together, a free economic zone can become a genuine engine of economic development.
On the eve of the 35th anniversary of State Independence, the development of the Dangara FEZ is among the achievements reflecting the economic opportunities created during the period of independence. In this process, the contribution of the Leader of the Nation is primarily reflected in the fact that, through his far-sighted policy, a foundation was established for the development of free economic zones, direct attention has been given to them, and the development of production and entrepreneurship has been consistently supported as one of the principal means of strengthening the national economy.
For us, this support carries a clear message: opportunities have been created and conditions have been provided; now the results depend on our responsibility and hard work. The Dangara FEZ will continue to make effective use of these opportunities and contribute to the development of domestic production and the strengthening of a strong economy of Tajikistan.
Independence is a sacred value for us. Yet great values cannot be preserved through words alone. They are strengthened through constructive activity, dedicated work, civic responsibility and each individual’s contribution to the development of the state.
Today, as our beloved Motherland celebrates the 35th anniversary of its State Independence, every economic achievement, every new enterprise, every job and every implemented investment project represents a tangible contribution to the prosperity of our country.
We are proud that the Dangara FEZ is contributing to this great process of development and nation-building. We have ambitious goals ahead of us and look to the future with a strong sense of responsibility. Building a strong economy is not a task that can be accomplished in one or two days. It is a continuous process rooted in political will, constructive labour, responsible entrepreneurship and the rational use of national opportunities.
The 35th anniversary of the State Independence of the Republic of Tajikistan is not only a great national celebration for each of us, but also an opportunity to reflect on our responsibilities today and our tasks for tomorrow. We understand that the prosperity of our Motherland and the development of the country’s economy depend on the work of every citizen, a responsible attitude towards one’s duties and the willingness of every individual to contribute to the progress of society.
We, the employees of the Dangara Free Economic Zone, fully aware of our civic responsibility and deeply committed to our Motherland, will continue to support the wise and far-sighted policy of the Founder of Peace and National Unity — Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon. We will make effective use of all available opportunities to develop production, attract investment, create new jobs and strengthen the country’s economic potential.
We believe that through dedicated work, constructive initiatives and a high level of professional responsibility, we can make an even greater contribution to the development of the Dangara FEZ and, more broadly, to the progress of independent Tajikistan.
With determination, a spirit of constructive endeavour and confidence in the bright future of our Motherland, we will continue working for the prosperity of our beloved country and the strengthening of a strong national economy.
We look to the future with confidence because we know that a prosperous and developed country can be built only through hard work, responsibility, initiative, dedication and concrete constructive action. Therefore, relying on the opportunities created during the period of independence and guided by a profound sense of responsibility towards the state and the nation, we will continue to make our worthy contribution to the development of the Dangara FEZ and, in general, to strengthening a strong, prosperous, peaceful and stable Tajikistan.
