October 5 is a significant day for the people of Tajikistan, marking the birthday of an outstanding statesman and political leader, a wise leader and a builder of the modern independent state of Tajikistan.
With profound respect and sincere appreciation, I warmly congratulate Your Excellency, the Leader of the Nation, on your birthday and wish you, first and foremost, good health, longevity, prosperity, renewed strength and continued success in your high state service.
Your birthday is not only a memorable date for the people of Tajikistan, but also an occasion to pay tribute to a statesman whose name is inseparably associated with the decisive stages of the modern history of Tajik statehood, the achievement of peace and national unity, political stability, the strengthening of statehood and the sustainable development of independent Tajikistan.
In the early years of independence, our country faced an extremely difficult and sensitive situation. The civil war weakened the foundations of statehood and plunged society into confrontation and mistrust. At that critical historic moment, when the future of the young Tajik state was under serious threat, you assumed great historic responsibility and, demonstrating strong will, courage, foresight and a profound sense of patriotism, chose the path of peace and national reconciliation.
For you, peace meant not merely the cessation of war and armed confrontation; it marked the beginning of a new stage of state-building, the strengthening of national statehood and the creation of favourable conditions for the comprehensive development of the country.
It was precisely through your peace-oriented policy and consistent efforts that the Tajik people achieved national unity, stability and social harmony were established, and solid foundations were created for the socio-economic development of the country.
Today, every child who goes to school in a peaceful environment, every family living in tranquillity, every enterprise in operation and every development project being implemented across the country stands as evidence of the achievements made possible by lasting peace and stability.
During the years of independence, under your wise leadership, Tajikistan has moved from the restoration of statehood to a new stage of development, sustainable growth and socio-economic modernization.
Across the country, new roads have been constructed and existing ones modernized, tunnels and bridges have been built, cities and districts have been connected, and new opportunities have been created for the development of trade, the economy, tourism and international cooperation.
Consistent attention to education has contributed to the construction and modernization of educational institutions and to the creation of favourable conditions for the education and upbringing of the younger generation. The construction of preschool institutions, modern schools, higher education institutions and educational centres demonstrates that the future of a nation begins with knowledge, education and the proper upbringing of its younger generation.
Particular attention to the healthcare sector has also contributed to improving the quality of medical services and to the construction and modernization of hospitals, health centres and other medical institutions.
At the same time, new industrial and manufacturing enterprises have been established and brought into operation, creating a strong foundation for new jobs, industrial development, the processing of local raw materials and the expansion of the country’s production capacity.
One of the strategic priorities of state policy under your leadership is the efficient use of the country’s energy resources and the achievement of energy independence. Major hydropower projects, including the Rogun Hydropower Plant, which has become one of the symbols of Tajikistan’s capacity for national development, represent an important embodiment of this major national objective.
Alongside the development of the energy sector, strengthening industrial capacity, developing agriculture, supporting entrepreneurship, attracting domestic and foreign investment, establishing free economic zones and creating a favourable investment climate remain important priorities of the country’s economic policy.
Today, the activities of free economic zones, including the Free Economic Zone “Dangara”, within the framework of this constructive policy are aimed at developing production, attracting investment, creating new jobs and implementing economic and industrial projects.
The achievements of the independence period are not limited to the construction of roads, power plants, enterprises and institutions. During this period, national unity and national consciousness have been strengthened, cultural values have been preserved and promoted, the state language has continued to develop, the international standing of Tajikistan has risen, and the country’s position on the international stage has been strengthened.
An important direction of Tajikistan’s foreign policy under your leadership is the promotion of constructive initiatives concerning peace and stability, sustainable development, water resources, climate and environmental protection.
Tajikistan’s experience in peacebuilding, achieved under your leadership and through your consistent efforts, has significant international importance and is regarded as a valuable example of the peaceful resolution of conflicts, restoration of peace and stability, and strengthening of national unity.
On this foundation, Tajikistan consistently advocates, at the international level, the promotion of a culture of peace, dialogue and mutual understanding, the prevention of conflicts, and the creation of conditions for a peaceful and dignified life for present and future generations.
The global initiatives of the Republic of Tajikistan concerning water resources, climate change and environmental protection also demonstrate our country’s active and responsible role in addressing pressing global challenges.
The proclamation by the United Nations General Assembly of the International Decade for Action, “Water for Sustainable Development, 2018–2028”, initiated by Tajikistan and supported by the international community, has further strengthened the position of our country as a state advancing constructive initiatives to address global water-related challenges.
All of this demonstrates that Tajikistan today is not only an active participant in international processes, but also a country with constructive initiatives, a peace-oriented policy and a firm commitment to addressing major global challenges.
Dear Leader of the Nation!
Throughout your years of leadership, you have demonstrated that public service is, above all, a profound responsibility to the nation, history and future generations. Tajikistan’s journey from the difficult early years of independence to today’s era of peace, stability and development has not been an easy one. This path has required dedication, responsibility, patience, perseverance and devoted service to the Motherland.
Today, the younger generation of Tajikistan is growing up in conditions of peace and stability, acquiring knowledge and professional skills, studying both at home and abroad, and preparing to contribute to the further development of the Motherland. This is one of the most important achievements of the independent state and a guarantee of Tajikistan’s bright future.
We, the staff of the Administration of the Free Economic Zone “Dangara”, with a strong sense of responsibility, support the constructive and forward-looking policy pursued under your leadership, particularly in the areas of national economic development, accelerated industrialization, investment attraction and job creation, and we strive to make a worthy contribution to the implementation of the constructive goals of the Government of the Republic of Tajikistan.
On this auspicious occasion, I extend my heartfelt wishes to you, esteemed Leader of the Nation, for good health, longevity, prosperity, renewed strength, family happiness and continued success in carrying out your great mission of public service and strengthening national statehood.
