Detailed Information about the Administration of the Free Economic Zone “Dangara”

The Administration of the Free Economic Zone “Dangara” provides broad opportunities for entrepreneurs and foreign investors.

The Free Economic Zone “Dangara” was established by the Resolution of the Government of the Republic of Tajikistan No. 74 dated February 2, 2009.

By the Resolution of the Government of the Republic of Tajikistan, 541.32 hectares of land from the territory of Lohur Jamoat of Dangara District were allocated to the Administration of the FEZ “Dangara”.

The legal and regulatory acts governing the activities of free economic zones are the Law of the Republic of Tajikistan “On Free Economic Zones” (signed by the President of the Republic of Tajikistan No.700 dated March 25, 2011) and the Regulation of FEZ “Dangara”, approved by the Resolution of the Majlisi намояндагон of the Majlisi Oli of the Republic of Tajikistan No.1545 dated 20.01.2010. At the same time, in 2010 the Republic of Tajikistan acceded to the Kyoto Convention (dated May 14, 1973), which regulates the activities of free economic zones worldwide.

The purpose of establishing FEZ “Dangara”, as stipulated in Article 3 of the Law of the Republic of Tajikistan “On Free Economic Zones” and Paragraph 1, Part 2 of the Regulation of FEZ “Dangara”, includes:
– attracting foreign and domestic investments into the country’s economy;
– increasing the export potential of the country;
– ensuring the development of the country’s economic capacity;
– providing employment opportunities for the population;
– developing international economic cooperation;
– introducing new equipment, technologies, and modern production management methods, and others.

In Chapter 1, Article 1, Paragraph 1 of the Law of the Republic of Tajikistan “On Free Economic Zones”, the concept of a free economic zone is defined as follows:

“A Free Economic Zone is a separate (limited) part of the territory of the Republic of Tajikistan with clearly defined boundaries, within which preferential economic conditions and a special legal regime are established for entrepreneurial and investment activities.”

In Paragraph 5 of the same article, the concept of the Zone Administration is defined as follows:

“The Administration of a Free Economic Zone is an organization having the status of a state institution and managing the free economic zone.”

Article 14, Paragraph 1 states:
“Within the territory of free economic zones, the functions of state administration are carried out by the administration of the free economic zone.”

According to Paragraph 2, Part 6 of the Regulation of FEZ “Dangara”:
“Within the territory of the Free Economic Zone ‘Dangara’, the legislation of the Republic of Tajikistan regulating the activities of free economic zones shall apply.

In matters not regulated by the legislation of the Republic of Tajikistan on free economic zones, legal norms that do not contradict their essence shall apply.”

The main priority areas of activity in FEZ “Dangara” are:
– processing of agricultural products, including cotton, cocoons, meat, wool, leather, fruits, dried fruits, and other crops;
– machine-building production, spare parts manufacturing, and equipment production;
– production and processing of construction materials;
– production of chemical industry products;
– processing of local raw materials, including stone and other mineral resources (excluding gold mining);
– production of medical materials and pharmaceuticals;
– production of electrical materials and electrical equipment;
– processing and production of wood products;
– production of various beverages (excluding excisable drinks);
– development programs for FEZ “Dangara” for 2026–2030 and 2026–2028 have been prepared, along with a medium-term development forecast and an approved 2026 work plan.

One of the main tasks of the Administration of FEZ “Dangara” is attracting investments. Through conferences, meetings, media, and investor engagement, significant progress has been achieved. Currently, 35 entities are registered, and over 2 billion 133 million somoni of domestic and foreign investments have been attracted.

At present, within the zone:

– LLC “МИСР-2001” (MISR-2001) is engaged in the production of gravel and construction sand;
– LLC “Грин голд” (Green Gold) is engaged in grain processing and flaxseed oil production;
– LLC “Ауфен” (Aufen) is engaged in metal structure manufacturing;
– LLC “Шенсӣ” (Shensi) is engaged in construction of an electrical substation;
– LLC “Техно-полоиш” (Techno-Poloish) is engaged in roofing materials and construction bitumen production;
– LLC “Ғаюр Саноат” (Gayur Sanoat) is engaged in synthetic paint and decorative coating production;
– LLC “Тоҷпласт-1” (Tojplast-1) is engaged in plastic pipe manufacturing;
– LLC “Сангвор Саноат” (Sangvor Sanoat) is engaged in brick and foam block production;
– LLC “Саноати бомпӯшҳои Данғара” (Sanoati Bompushhoi Dangara) is engaged in slate production;
– LLC “Ширкати логистикии байналмилалии МОИ Данғара” (Shirkati Logistikii Baynalmilalii MOI Dangara) is engaged in logistics services;
– LLC “Сохтмон-11” (Sokhtmon-11) is engaged in brick processing and production.

It should be noted that production increased from 57.5 million somoni in 2024 to over 111.7 million somoni in 2025. With four new enterprises in 2026, production is expected to exceed 115 million somoni.

The Zone includes 37 entities:
– 16 industrial production entities;
– 5 service entities;
– 4 entities including LLC “Данғара Сзинхуа Семент” (Dangara Szinxua Cement), LLC “Сомон Фуд Хатлон” (Somon Food Khatlon), LLC “Ширкати коркард ва истифодаи захираҳои Барқароршавандаи Синчен” (Shirkati Korkard va Istifodai Zakhirahoi Barkarorshavandai Sinchen), and LLC “Сангвор Саноат” (Sangvor Sanoat) are continuing construction works;
– 10 entities are in documentation and project preparation stage.

Main income sources include land lease revenues, government allocations, and other legal sources. The Administration prepares and coordinates its budget with the Ministry of Economic Development and Trade and the Ministry of Finance.

Taxation is regulated under national law. In 2025, over 3.3 million somoni were paid to the state budget. Tax control is carried out by the tax authorities of Dangara District.

Supervision of entities is carried out under Article 27 of the law, ensuring compliance with national legislation and facilitating investment, infrastructure development, and job creation.
